My recent experience is that if you answer Yes to the "food" question, you always get sent to secondary for the x-ray treatment of all your belongings, even if you tell the primary inspector that what you have is a clearly permissible food item. This may vary by port, but it's enough to convince me to not bring any food items back in the future just to save having to go to secondary.
