Try going out to the road to hail a cab instead of getting one at the hotel. Often the cheaper priced caps don't pick up at the hotel.
Bus service is also pretty decent around there. Not many visitors seem to take advantage of it but I found it crowded but safe and cheap! The Beijing subway is rather good too.
