Could be lots of reasons-- it works fine on IE8 on my 64-bit Windows 7 machine-- are you getting any error code? If you check your workstation's event logs, in the Application logs category or the System logs category you may find an error message or code that will be helpful.

If your laptop came from work then you may have a lockdown policy that prevents you from installing software.

Also you may get better response by emailing any Contact Us type email address you can find on http://freecause.com. Freecause is who writes the toolbar add-in and they'd be your tech support point of contact. Nobody in US is going to have more than a 5-item checklist for you, which probably won't solve your issue. Even US' own IT department probably doesn't have the source code and will be limited in what they can do to help you troubleshoot.
