I think there are reports from FTers who managed to use the FCL in ZRH before flying to FRA in C for a connecting flight in F.

Regarding the FCT in FRA, the LH/M&M policy stipulates that it's a departure terminal and that connecting pax are expected to use one of the FCLs. However, you won't be turned away if you walk to the FCT.
