Why does BA not have non-ref F fares?

Why does BA not have non-refundable F fares like the very good value I class CW fares from a lot of European/other destinations? I know everyone would like to preserve the "integrity" of F, but CW is full most of the time and F is pretty empty (on the routes I fly). Would it not be in BA's best interests to keep this cabin full all of the time? I'll be the first to admit that when I travel BA F, I prefer the cabin all to myself, but I'd be willing to share and use it more if the fares were not astronomical. How about $500 more each way than a comparable I class CW TA flight?
