I will use my credit card to make the reservation, than advise the Starwood Plat concierge to contact the hotel to tell them that my credit card is to be charged, and that the checking in person will be someone else... what fraud are you talking about? This is essentially just like a phone purchase of a hotel service, only the person using the service will be different from the one paying for it.
