Not quite true. Out of the US, I agree with you but I and others have reported that where upgrades have been offered for sale at check-in at international stations, these are available to all (including those who have already upgraded from Y to J). I have done this once from LHR and once from NRT. Both many years ago - I havent seen paid upgrades offered at check-in for a while but it has and I understand still does happen.
I remember these out of LHR a few years ago, but I've not seen them since the LFBU offer via kiosks came in, might be interesting to hear if anyone has seen them anywhere where kiosks exist, recently
