No hubbub. Just curiosity on my part. I think the answer lies in the size of the lav. Y lavs are usually small, so the area where a window would be found is normally taken for storage or shelving.

My lav (with the window) was in J, and it had a baby-changing area. It was an unusually large lav.

I guess the rarity is to save weight perhaps? (no need for additional construction to accommodate a window)
Aren't lavs places over the existing windows anyway?
