I can give my UDU experience on ORD-YYZ as a 2P for a datapoint, as I fly this route fairly frequently.
I think I cleared once or maybe twice very early on when UDU started out on YYZ-ORD flights, but have not cleared once since mid-May. The other way, however, on ORD-YYZ, I haven't missed an upgrade this year. I can never really figure that out. I would have cleared easily both ways in Dec., going into YYZ on 12/23 and out on 12/26 (F was half-full on both flights), however, I was on an award.
