The Manila agents had easy-to-understand, colloquial English capacity, and they would sometimes deviate from their scripts to actually try and solve a problem. HP/US has had lots of room to improve, and while inconsistent, they never drove me to rage and hatred with their phone banks.
The ICC agents were sometimes unintelligible, and they never solved any problem with a UA trip in my experience. Between the harridan UA flight attendants and the useless ICC, UA succeeded in chasing me away from them for good.
