Thank you for the replies. Even if I assume that the premium vehicles are not going to be available, though, there is still an inherent conflict here: the Hertz site, with my colleague logged in under his name, will allow him to make a #1 club reservation in his name, with him as the primary driver, for a rental in Spain. And yet, separately the web site indicates that for Spain, the minimum age for renting any vehicle, even the most basic, is 23. How does that conflict get resolved?
