If the minimum age to drive the vehicle by hertz's rules is older than the age of the person, then he is not permitted to drive the vehicle

I have come across that in the past when someone who was 28 was going to drive a vehicle but the min age for vehicle was 30; he was not eligable to drive it

neither #1 , gold, 5* nor PC avoid the min age restriction

If he was to still drive, he would have no protection of any coverages since he would be driving the vehicle without any authorisation
