European countries are much stricter on age limits and what cars under-age drivers may rent. Expect little or no leeway. Often it is the law of the land.
Also there is no way to by-pass the booth/desk if adding another driver. You have to do it in person.
Also I can't speak to the assorted CDPs you refer to. But I suspect any CDP compatibility is linked to my first point.
