Not sure where your quote comes from. This is what the current guide says (page 18):

• Between Star carrier and non-Star carrier: Eligible to accrue mileage only when a flight operated by Star carrier, No mileage for non-star carrier
ex) Incheon/Tokyo operated by NH and issued by JL (non-Star carrier) : Eligible to accrue mileage.
ex) Incheon/Tokyo operated by JL and issued by NH (Star carrier): No Asiana Mileage
※ However, you can earn miles on Asiana Club when flying on code-share flight between Asiana and QR, regardless of name of the flight (for partner airlines mileage).
I think, this is pretty clear. This is how things work within Star Alliance. There are a few exceptions but nothing to speak of.
