Technically they shouldn't bounce anyone BUT it has been known to happen after all it is a bassinet "premium row".
I have once see a couple bounced from a premium basinet row... to make room for a musician and his large instrument. The latter could not fit in the regular seat it had... the only time I have seen an instrument with a boarding card.
