The street.com that the post you're talking about references just says "by the end of 2011". Sparrow-Hawk got closer with "by December". I'm hearing the transition to all on-shore may be as early as sometime in October with a forecast of the end of October (although it may be "fashionably late" early 2012 since it's US we're talking about).

Bringing back the off-shore res (except UK) is old news - Parker has talked about wanting to do it for several years. It's the date that's new news.
