All the airlines give free bags to military travellers. Is it not the same for gov't fare travellers?

And yes, I have never understood the three days out deal either as the fares are fully refundable. You do have to pay Carlson-Wagonlit an extra fee to change once you are ticketed, but how often does that really happen?
