IMHO, yes. I believe that a Standard Award is worth more than 19200 points.
What does it mean to "top off" an award?
To reach 16 credits and trigger issuance of an award. IMHO the best situation is to earn as many awards as you can before March 1
plus at least 1 credit. That will let you convert points to one last Standard Award in early 2012.
