OP here. Well I decided to come back to this hotel after a night over at the W, and I must say the property made things right. Upon checking in I told the desk clerk about the terrible construction noise, having to move rooms, etc. I did not ask for points or anything (I wimped out) but he upgraded me to a junior suite for the night, which I think makes up for having put me in such a terribly located room last time. He explained that the construction was on the top floors, and put me on the ninth floor which he assured me was as far away from the construction as I could get.

So I no longer feel wronged by the hotel, but do agree with many of the posters here, that the hotel should tell guests about the construction upon check in if they will be on a floor anywhere near the renovation work. As for the floor directly under the construction, where I was last time, I think the hotel should block these rooms and not rent them. It is one thing to be in a room with a very distant sound of construction, but no one should ever be put in a room right under it. Cheers!
