Well just to be clear, quickest possible and cheapest will probably be mutually exclusive.
I would suggest a couple of TATL or TPAC trips. Doing them in F/C or BizElite will net a 50% bonus MQM. Look for deals on Alaskan and other SkyTeam carriers (KE, AF(watch for fares that give no mileage), etc).
Get the DL Platinum AMEX if you don't already have it, after a $1000 spend, you get 10,000MQMs I believe.
