According to the recent comments on this older Consumerist article, I will have no success in getting a reply from a big wheel at Citi.

I have asked our Citibank Branch Manager today to contact Corporate on my behalf. She wanted copies of the letter closing our account and the link to my thread here at FT describing the fiasco. We'll see.
