As my handle suggests, I have considerable experience flying on gov't fares out of ANC to, well, everywhere. Never noticed any difference on my upgrade chance when flying gov't or personnel travel. As pointed out though, Carlson-Wagonlit waits until three days out to ticket so I cannot get on the upgrade list until then which may affect my chances somewhat.

Probably average about 50% upgrades when flying gov't fares.
