Would much rather hang up immediately (as in "I'm sorry, somebody just walked in my office, I'll have to call later") rather than wasting the time with multiple calls (explain situation, get a sense that the other person is clueless, hang up and repeat).
Of course, you're presupposing here that the person not being with the EXP desk means that they will be clueless. I'd certainly go with this approach for EXP-intensive transactions. But I wouldn't assume just by divining that the person is not an EXP agent that they will be ineffective.
