You can file your claim online. BA will almost certainly not defend if it goes to a full hearing but may let it run to a hearing if they see that your address particulars are outside the UK. Do you have a UK address you could use? The court fee for a small amount of claim is not that much.

The problem with BA is that few staff seem empowered to make decisions which will cost money. BA are not alone in this but seem to have designed a uniquely Kafkaesque organisational structure which positively frustrates escalation to someone empowered to deal with your issue properly. The chances are said people are also in very short supply after a major issue.
