The best chance for big snow this weekend is likely to be north of NYC and more in New England. I wouldn't hold your breath for a weather waiver. If no weather waiver, why not just try to SDC? $50 will get you out on the first flight of the day if there is space (assuming you're not Gold or above, and then it is free).
