Yes. You can book and just add your infant by calling in later. However, you should also be able to add them in as an "infant" when you book your ticket.

As others have mentioned previously, you should not have an additional fee if your flight is within the 50 states. There are fees for international lap children.

Putting an infant in arms in the record at time or booking or soon is good. One primary reason is to provide oxygen masks etc. Depending on your aircraft type, infants cannot sit in certain seats depending on availability of oxygen masks etc.
