It's a scam only to this extent: there are licensed guides at the Forbidden City and, from what you're describing, this girl wasn't one. If you had hired her, I suspect you would have paid a reasonable fee and given a nice tour of the Forbidden City.
Though I don't really consider it a scam, I did notice one interesting disparity when we visited the Forbidden City a few years ago. When buying your tickets, the pricing guide at the ticket booth includes one section in Chinese and another in English. The ticket prices were the same for both. But for the audio guide, the English price was "40 RMB", while on the Chinese side, it said "十元" (10 RMB).

I assume that the audio for the 10 RMB version is only available in Chinese language. Since my wife and I both understand Chinese, we went with that one.
