Benefits - in theory benefits apply to 1 room only(2 persons), but my experience(and of many here) is that they have extended the benefits also to a 2nd room.
In my years as Gold and now as a Diamond, I had EL access and/or B/fast coupons for all my party(kindly note that I have never had a booking of more than 2 rooms).
Your partner booking with points - I do not know, but I would say no.
Slightly different but when I have booked a flight with miles from someone of my family with no status, my status has applied and I was even op-uped once.
