As FB Gold, I booked a seat with extra legroom (emergency exit row 12C on both sectors) at no extra cost through the KL website (manage my booking).

I have never flown in economy comfort, but it seems the only benefit is additional recline as the seat pitch in the emergency seat will be more or less unlimited.
Row 9 is an exit row, not row 12 - both are in EC zone and involve extrea payment. Row 21 is an exit row and outside the EC zone, maybe a typo in your post? If so, I would follow Gajan's advice and stick to 21C.
