At some airports, like LAX, I get whatever car I want that is available on the lot. But I have been a regular there for over a decade so maybe that helps. That said, I also get great upgrades and ORD, DFW, etc.

And several Euro locations give me excellent upgrades too. Way more than 2 levels.
