I know this doesn't directly address your question, but look into CapOne, BA Visa, or Amex Centurion/Platinum cards which do not have forex fees. Trend is towards eliminating these fees so more cards may follow.

Schwab 2% Visa had no forex as well but I don't think you can apply for those anymore.
