It might not change what you choose, but I was able to call and have an international e-cert/voucher issued instead of the domestic voucher. I told them that 90% of my travel was international (true) and that a voucher restricted to domestic travel was not useful. This was 2-3 years ago. I am not sure if I was 1P or 1k at that stage.
