Unfortunately, VDB vouchers are still all physical.

Fees are not normally waived for Premier (that's a 1K perk), but if you tell them you are using vouchers to ticket either via ticket-by-mail or at the airport, they shouldn't charge the booking fee. Since they booked it on the phone, I'm not sure what will happen - it's highly likely you can actually still use your vouchers again.
