I think so too.

However, I also know that THAI has previously engaged ex-pats on contract, although I have no idea if this is current practice. My experience with ex-pat aircrew dates from mid-90s.

THAI also has a 'placement' scheme for RTAF pilots to work for the airline on secondment for a period. A good friend of mine completed a 5 year stint flying 737 doing this (early 2000s).
