Probably the proportion of surfers using boards smaller than 190 cm is less than 15%.
I think the situation will not improve anyway as checking oversized baggage is the most time consuming in the check in process if I understand well.
This + cost killing + profit search, I think the free transportation of surfboards will be soon history.
