I've used the pedicabs for short distances and have paid 5-15 RMB when I was in Beijing. Just like anything else, be sure to negotiate before getting in and don't be afraid to walk away. The tactic I would have used would have been to pull out 30 RMB and give it to him and when not accepted, shrugged my shoulders and walked off (with money openly in hand easily displayed)
