I decided to Google the bike taxi (pedicab) scam, and lo and behold, the exact same thing that happened to me, holding up 3 fingers, and after arriving at destination demanding 300 RMB.
Unfortunately though, this couple didn't feel comfortable arguing with the scammer and paid up.

This one is seemingly really easy to escape. When asked for y300, simply say "no" and then proceed quickly into the lobby of your hotel/restaurant. Since few of the pedicabs are actually licensed (much less permitted to charge y300/hour), they have no legs to stand on.
