I decided to Google the bike taxi (pedicab) scam, and lo and behold, the exact same thing that happened to me, holding up 3 fingers, and after arriving at destination demanding 300 RMB. Unfortunately though, this couple didn't feel comfortable arguing with the scammer and paid up.
