Substituting this CW or WT+ seat for a CE seat represents a significant (especially for J passengers) loss of the service expected.
Ignoring whether EU downgrade compensation is or is not relevant for a moment, the important bit is as
Smirnoff has highlighted.
TLV J pax purchase a product that is advertised as having a distinct set of features that BA describes as Club World. DME and LCA J pax purchase a different (inferior?) product that BA describes as Club Europe.
If BA decides for whatever reason to transport TLV J pax in an aircraft that is configured as CE and therefore cannot fulfill the advertised CW service on that route in full then some form of downgrade compensation is due - IMHO.
