This is 100% true, I just had to refit my US BMW for German standards and I won't even tell you the heart attack bill that came with my winter tires and other Euro electrical changeovers. My German wife was aghast when I insisted that I could drive with my LA racing tires just fine...everything really IS regulated here.

HOWEVER, please note that between 1 Nov and 31 Mar and when the temperature falls below 7 °C, snow or all-weather tyres are obligatory in Germany. Check this with your car hire company before you accept your car!! (OK so there are folk who say that it's not legally obligatory, but there's a massive fine if you have an accident and don't have the right tyres, and you are then automatically to blame for the accident whatever the circumstances because your car didn't have the right tyres ...............)
