So, you were in fact able to enter China without a visa? I am thinking about a szenario, whereas I would arrive PEK in the evening, overnight at a hotel landside and continue on the next day.
Could this be done without a visa, if time between arrival and dep is < 24hrs?
Haven't tried this at PEK but didn't have any issues getting a transit visa in PVG a couple of weeks ago. The immigration person reviewed passport and connecting flight info (had boarding card but other passengers had receipt/printout and didn't have any issues) and then handed it off to another immigration person who ran it over to a window for final transit approval - took about 10 mins total. They gave us a stamped 'departure card' which then had to be filled out and submitted when clearing pre-departure immigration for the connecting flight.
Safe travels!
