In answer to your question, it depends upon the property. Technically they only have to offer access to one room, but some properties will extend the access to two rooms.

Over recent stays (both award only and paid bookings) hotels have extended the lounge access to both rooms as a courtesy, but on one occasion in London it wasn't granted, but was offered for a fee.
