I have not seen this on United, even domestically, at least not very often. They do keep Y passengers from going to C, as well as keep C passengers from going to F.

If it is non-revs doing that, and the working crew doesn't enforce the rule when asked, I would complain to United.

To the OP: I concur with everyone else, and would go even further: they won't let two people share one seat even in the same class of service, unless it's a lap baby (under 2 years old). In addition to what is mentioned above, what happens if the seat belt sign comes on? I doubt a typical seat belt will fit around two people!
