Run of the house is usually the hotel gets to pick the room

It can be done well (as in the Royal Hawaiian giving you the option of Tower or Historical Ocean view, your choice at check in) or badly. At a previous hotel I work at, Travel Agents were able to book "Run of the House" when they couldnt guarantee nonsmoking king. They booked ROH and requested nonsmoking king, and then "Confirmed" this to the guests. The hotel ended up being overbooked on Nonsmoking kings by 50 people, and the hotel overbooked by 20. Not a fun night to work
