Many flights/routes do have language speakers but not all do. Depends on the route and what CO thinks they can get away with in the market.
From what I know, CO makes sure there's always a Hebrew speaker on the TLV flights. I think this guy though somehow conned CO into thinking he was a Hebrew speaker when he clearly wasn't.
