Sometime (IIRC 2009) this was changed. Y and B are no long eligible for E+ (at no cost). However, any fare class can pay to upgrade to E+. Doesn't matter which fare class.
The change was made at the same time Star Gold and Star Silver (non-UA elites) lost their free access to E+.
This change was definitely before 2009. In fact, I think the change was made sometime in the second half of 2006. I was *G with AC then, and had E+ free part of the year, then lost that.

Anyone can buy E+. They may offer it when you book. If not, they can get it by going to the itinerary online anytime after purchase (either by using MP number if the colleague has it, or by PNR/name) and there should be a link for travel options. You can also go to united.com/traveloptions, and can purchase the one-time option there, too.
Not sure what the costs are for the one-time, but if they are planning on doing a second TATL on UA within a year, the annual E+ option may be worth the $.
