When E+ was first rolled out, if you had no status with UA and you booked a full Y (I think B was included) fare you were eligible to select a E+ seat at no additional cost.
Sometime (IIRC 2009) this was changed. Y and B are no long eligible for E+ (at no cost). However, any fare class can pay to upgrade to E+. Doesn't matter which fare class.
The change was made at the same time Star Gold and Star Silver (non-UA elites) lost their free access to E+.
