Never had any noticable reception issues, though I wasn't in Paris. Used it primarily in Dublin, Slovakia, Czech Republic and Vienna for 3 weeks (+ a couple of other stops). Had good coverage in small czech/slovak towns too which I was worried about. I used data heavily and a little (2 hours) of voice with no issues.
My bill was generated and roaming data did not incur any charges and was listed as unlimited in the breakdown.
