It's secondhand, since it was my little sister, but she's standing right behind me and she reports they didn't have any objection. You can't stray past the border cities without a travel permit, but it appears you know that. Only issue anyone I know has had with a passport card was at one of the inland border crossings in WA, where the Canadian Customs person called his supervisor to look at it, and the sup was profusely apologetic once he saw it; this was also in 2008, when the things were new.
