You need 60K to maintain Gold. If you fall below that, then you will drop to the appropriate level. There is no 'soft landing' to Silver if you don't get the minimum 30K.
Whilst that is what the rules say, my experience after 7 years as a DM followed by very little travel was that I was soft-landed through Gold and Silver.
